The Alan M. Voorhees Transportation Center (VTC) seeks a new Executive Director of the National Transit Institute (NTI) to oversee the Institute’s training programs and other initiatives. The Executive Director serves in the primary leadership position for the Institute in creating and maintaining relationships with the Federal Transit Administration (FTA), transit agencies, partnership organizations and other educational institutions and delivering training courses to the transit industry. The Executive Director reports to the Faculty Director of the Voorhees Transportation Center (VTC) at the Bloustein School of Planning and Public Policy and is responsible for overall executive management of NTI including an annual budget of $4 million, personnel as needed to efficiently operate and deliver training courses and to maintain alignment with Rutgers University policies. The Executive Director represents and promotes NTI at conferences and events. Serves as principal investigator on projects. Makes major project decisions, develops metrics, and monitors client satisfaction. Oversees data development needs to measure course effectiveness. Responsible for regular communication with Faculty Director of the Voorhees Transportation Center and central administration via monthly reports. Represents and serves on committees and advisory boards within the Bloustein School as needed.
The successful applicant should have a Master’s degree in planning, public policy, transportation, or a related field. At least five years work experience in public transportation to include policy development and senior managerial positions and experience in an environment of training or education. Strong managerial skills, including: a) ability to supervise others, organize and manage multidisciplinary teams, and motivate staff to achieve expected outcomes; b) ability to develop/monitor project budgets. Strong project execution skills, including: a) ability to conceive of and design effective approaches for the development of training materials; b) ability to coordinate both large and small projects; c) ability to prepare clear, sound, accurate, and informative reports summarizing NTI achievements; and d) ability to prepare and make presentations to client agencies and other groups. Ability to work in a collaborative team environment to achieve results.
This position must possess experience in the public transportation industry. The candidate must have a thorough understanding of the operation of public transportation and the delivery of public transportation services to the public. This includes an understanding of FTA requirements as they apply to public transit agencies.

The Alan M. Voorhees Transportation Center is a national leader in the research and development of innovative transportation policy. Located within the Edward J. Bloustein School of Planning and Public Policy at Rutgers, the Center brings to bear the full array of resources of a major research university on transportation issues of regional and national significance. VTC includes the National Transit Institute, which was created by Congress in 1992 to design and deliver training and education programs for the U.S. transit industry. Currently the annual budget of VTC is about $4 million annually and the center comprises over 25 full-time research staff and affiliated faculty.
