E-Bike Rebates and Increased Ridership: Lessons Learned and Policy Recommendations for New Jersey

New Jersey currently has a proposed bill (A1487) to establish a rebate program for electric bicycle purchases, with the NJ Board of Public Utilities developing details for a statewide rollout as part of the NJ Energy Master Plan. This project will examine how similar programs in other states have influenced policies, user behavior, and infrastructure, with a focus on equity and underserved populations. A literature and practice scan and interviews with stakeholders and advocates in New Jersey and in states with similar rebate programs will inform lessons learned, including the significant increase in e-bike users of all ages and abilities and considerations from occasional riders to delivery workers. Findings will be detailed in a report and support the creation of municipal and school resources including a draft model ordinance for New Jersey municipalities.
