We Need Your Help Building New Jersey’s Target Zero Action Plan

New Jersey has set an ambitious goal to eliminate roadway fatalities and serious injuries by 2040. To reach that vision, the New Jersey Target Zero Working Group members are developing a first-of-its-kind statewide Target Zero Action Plan, and we need your feedback to get it right.

Draft Actions Available for Review

In March of this year, the New Jersey Target Zero Commission,  chaired by the NJ Department of Transportation, directed the Alan M. Voorhees Transportation Center (VTC) to convene a working group to develop a statewide Action Plan to eliminate all fatal and serious injury crashes by 2040. Over the summer, VTC released draft actions recommended by the Working Group and others for public review. These draft memoranda cover each area of the Safe System Approach: safer people, safer roads, safer speeds, and safer vehicles, and post-crash care.

Additional actions will be released in the coming weeks covering coordinated implementation. While the Safe System Approach provides a strong foundation for actions directly related to reducing fatal and serious injury crashes, the working group also realized additional actions were necessary to accelerate progress toward zero deaths by 2040. These actions will focus on promoting safer land use decisions, improving funding processes, expanding access to technical assistance, strengthening data and evaluation practices, and streamlining project delivery. These priorities emphasize coordinated implementation by helping communities move from planning to action more efficiently.

Currently, the working group is seeking feedback on the text of two sets of draft actions:

Comments on these actions can be submitted via email to targetzero@rutgers.edu or via Adobe Online.

Not all actions listed will necessarily be included in the final action plan. Final prioritization and inclusion of actions will be at the discretion of the agency members of the New Jersey Target Zero Commission.

Action Impacts & Timeframes

We’re also asking for feedback on the potential safety impacts and implementation timeframes for these draft actions. Questionnaires are open now, with responses due as early as August 29, 2025. Each questionnaire takes between 5 and 15 minutes to complete.
