A new New Jersey State Policy Lab blog by Hannah Younes, Leigh Ann von Hagen, Greg Woltman, and Analise Draghi explores how Rapid Response programs can help improve roadway safety following fatal and serious-injury crashes.
The blog, “Building Safer Streets: Rapid Response Emergency Streets and Lessons for New Jersey,” examines the potential role of Rapid Response programs in supporting New Jersey’s Target Zero Action Plan, adopted in 2025. The plan identified the need for municipalities to be able to quickly deploy temporary safety countermeasures immediately after a severe crash to help prevent future incidents.
To inform recommendations for New Jersey, the researchers interviewed transportation professionals in Denver, Colorado, which has operated a Vision Zero Action Plan and Rapid Response program since 2017.
