Trail networks enhance community well-being, providing accessible options for walking, biking, and rolling while promoting sustainability and economic vitality. In New Jersey, investing in trails and shared-use paths supports mobility, safety, and environmental goals, creating healthier and more connected communities.

To better understand trail funding and development processes, the Alan M. Voorhees Transportation Center (Rutgers-VTC) partnered with New Jersey Future to examine federal, state, and local funding programs. This research evaluates existing funding opportunities, explores trail and shared-use path development in neighboring states, and highlights best practices that could improve trail implementation. The findings outline funding opportunities, identify challenges, and offer recommendations to streamline planning, design, and implementation.

This report was commissioned by New Jersey Future, and supported by funding from the William Penn Foundation.
