To facilitate transparency and public engagement, VTC is coordinating the Target Zero Action Plan working group. The working group will support the Commission’s efforts to develop the Target Zero Action Plan. The working group is comprised of advocates, subject matter experts, and representatives from the 13 member agencies of the NJ Target Zero Commission. The NJ Department of Transportation serves as the Commission chair and is funding VTC’s working group coordination efforts. All members are committed to New Jersey’s ambitious goal of eliminating all roadway fatalities and serious injuries in the state by 2040. The working group will work collaboratively to identify goals and strategies and provide actionable recommendations to be incorporated into the Target Zero Action Plan. The preliminary Target Zero Action Plan will be submitted to the 13-member Target Zero Commission for review, and the draft action plan will be circulated prior to a public hearing for community input.
Note: All ideas shared in Target Zero Working Group meetings and through the Action Plan Input Form will be reviewed. The posted meeting notes capture discussions but do not ensure inclusion in the final Target Zero Action Plan.

We’re looking for actionable policies and strategies that support the statewide goal of eliminating traffic fatalities and serious injuries by 2040, guided by FHWA’s Safe System Approach.
This form is for broad, statewide solutions rather than location-specific fixes. You may submit multiple ideas—just one per entry—and are encouraged to share the form with colleagues and partners.

About the New Jersey Target Zero Commission
The New Jersey Target Zero Commission was established when Governor Murphy signed P.L.2024, C.109 in January 2025. The enabling legislation defines the primary goal of the Commission to be the elimination of roadway fatalities and serious injuries in the State of New Jersey by the year 2040. P.L.2024, C.109 also requires, among other things, that the Commission meet at least twice per year and hold at least two public hearings annually. Additionally, the law mandates the development of a Target Zero Action Plan, a publicly accessible website and data portal, and an annual report detailing roadway fatalities, serious injuries, and progress on the Commission’s action items.
