NJ Target Zero Commission Working Group

The Voorhees Transportation Center (VTC) is coordinating the Target Zero Action Plan working group in support of the New Jersey Target Zero Commission. The working group will support the Commission’s efforts to develop the Target Zero Action Plan. The working group is comprised of advocates, subject matter experts, and representatives from the 13 member agencies of the NJ Target Zero Commission. The NJ Department of Transportation serves as the Commission chair and is funding VTC’s working group coordination efforts. All members are committed to New Jersey’s ambitious goal of eliminating all roadway fatalities and serious injuries in the state by 2040, guided by FHWA’s Safe System Approach. Members will collaborate to define goals, develop strategies, and provide actionable recommendations for the Target Zero Action Plan. The preliminary Action Plan will be presented to the Target Zero Commission for review. The draft will be shared publicly ahead of a hearing to gather community input.

Note: All ideas shared in Target Zero Working Group meetings and through the Action Plan Input Form will be reviewed. The posted meeting notes capture discussions but do not ensure inclusion in the final Target Zero Action Plan.

Help Shape New Jersey’s Target Zero Action Plan

The New Jersey Target Zero Commission Working Group and members of the public were invited to contribute to the development of the New Jersey Target Zero Commission’s statewide Action Plan by submitting ideas through the NJ Target Zero Action Plan Input Form. The Input Form is now closed. Working Group Project Timeline

Guided by FHWA’s Safe System Approach—safer roads, safer speeds, safer vehicles, safer people, and post-crash care, the Working Group will identify and develop proposed safety actions. After the kick-off in April, the Target Zero working group will dive into each Safe System Approach element from May to July, with a longer workshop in August to refine and rank actions. Draft actions will be presented in September. The full draft Target Zero Action Plan will be submitted to the Commission in October.

About the New Jersey Target Zero Commission

The New Jersey Target Zero Commission was established when Governor Murphy signed P.L.2024, C.109 in January 2025. The enabling legislation defines the primary goal of the Commission to be the elimination of roadway fatalities and serious injuries in the State of New Jersey by the year 2040. P.L.2024, C.109 also requires, among other things, that the Commission meet at least twice per year and hold at least two public hearings annually. Additionally, the law mandates the development of a Target Zero Action Plan, a publicly accessible website and data portal, and an annual report detailing roadway fatalities, serious injuries, and progress on the Commission’s action items.
